High Court upholds magistrate’s decision to remand convicted ex-wife beater Seeram

Coordinator of the Border Patrol Unit Daniel Seeram.

High Court judge Joy Persaud-Singh on Monday denied a request for bail to be granted to coordinator of Guyana’s Border Patrol Unit pending his sentencing for assaulting his ex-wife.

The judge said the application by Seeram’s lawyer Nigel Hughes did not meet the test for judicial review.

This magistrate upheld Magistrate Abigail Gibbs’ decision to remand Seeram to prison until his sentencing on November 2.

This means that Seeram will be moved from the Sparendaam Police Station, where he was held over the weekend pending Monday’s judicial review hearing, to the Lusignan Prison.

The judge’s decision was made after she heard similar arguments by lawyers for Mr Seeram and the State, that he should not have been remanded to prison.

Mr Hughes told the court that the magistrate’s decision to remand Seeram violated the Bail Act.

He said the one month remand amounted to a sentence without the benefit of several reports.

Deputy Solicitor General Shoshanna Lall, representing the Attorney General and the Director of Public Prosecutions, agreed with Mr Hughes’ arguments.

She added that the law allows the magistrate the option of a fine or imprisonment of up to five years.

“It’s almost as if the magistrate had showed her hand,” Ms Lall said.

She added that Seeram’s remand “almost renders his sentencing hearing otiose and perfunctory.”

The Deputy Solicitor General had hoped that the High Court judge would have granted Seeram bail with strict reporting conditions including submission of his passport and a stay-away order.

Mr Hughes said he would appeal Justice Persaud-Singh’s decision immediately to the Guyana Court of Appeal.

Recover Guyana launches 2026 Breast Cancer Awareness activities with focus on survivors

0

For the fifth consecutive year, Recover Guyana has partnered with One Communications for Pinktober, continuing its commitment to breast cancer awareness, early detection and meaningful support for persons affected by cancer.

The organisation officially commenced its 2026 Breast Cancer Awareness Month activities on October 2 with a special event at Maharaja Palace celebrating the strength, courage and resilience of cancer survivors.

The gathering reinforced a central message of this year’s campaign: Breast Cancer Awareness Month must extend beyond wearing pink – it must translate awareness into meaningful action.

Thirteen cancer survivors were honoured during the event: Deborah Johnson-Jones, Judy Bayley, Zoreen Alli Outar, Hermanetta Andrews, Trudy Cummings, Roneta Williams, Lakshmin Narayan, Sarita Halim, Sremala Churaman, Chandrawattie Samaroo, Sylvia Dias, Chandrattie Singh and Nalini Boodanrine. As part of its commitment to supporting their continued health and wellbeing, Recover Guyana and its partners provided GY$100,000 to each survivor in direct financial support. Each survivor also received a GY$35,000 dental voucher from Flawless Dental GY and a GY$20,000 voucher from S&K Imports GY.

Recover Guyana has continued to emphasize that the national conversation surrounding breast cancer must place greater focus on early detection, access to screening, survivor wellbeing and sustained community support. As part of this effort, the organization also provided financial support to The Lotus Cancer Initiative Inc. to assist with its screening activities during Breast Cancer Awareness Month. Recover Guyana believes that civil society and the private sector can play an important role in complementing national efforts by helping to expand awareness, mobilize resources and ensure that survivors and patients feel supported throughout their journeys.

The October 2 event represents the beginning of a wider programme of activities throughout the month. Recover Guyana will participate in the Youths on the Rise Guyana Cancer Awareness Walk on October 11, followed by World Food Day activities and a healthy basket drive for cancer patients on October 16. The organization will also participate in the OnePinktober Walk/Run on October 25, before concluding its month of activities on October 31 with PINKSunflower – The Conversation with Survivors, providing a platform for survivors to share their experiences, challenges and messages of hope while encouraging greater awareness and early detection.

As Recover Guyana marks five consecutive years of collaboration with One Communications for Pinktober, the organisation extends its appreciation to One Communications, Flawless Dental GY, S&K Imports GY and all supporters contributing to this year’s activities. Behind every pink ribbon is a person, a family and a story. Recover Guyana’s message this October is clear: celebrate those who have survived, stand with those still fighting, encourage early detection, and ensure that awareness is followed by action.

Guyana’s Senior National Men’s team, the Golden Jaguars, capped a remarkable Concacaf Nations League September/October window with a perfect record, defeating the Dominica Bouyon Boyz 8-1 on Sunday at the Estadio Centroamericano in Mayagüez, Puerto Rico, to secure their fourth consecutive victory and maintain their position at the top of League B, Group A.

The Golden Jaguars once again produced a commanding performance against Dominica, building on their 5-1 victory earlier in the window with an even more emphatic display of attacking football.

Guyana raced into a four-goal lead before halftime, with forward Omari Glasgow opening the scoring in the fifth minute.

Torquay United forward Deon Moore doubled the advantage in the 19th minute before captain Elliot Bonds added a third in the 25th minute. Glasgow then completed his brace in the 33rd minute to send Guyana into the halftime break with a commanding 4-0 lead.

Technology being explored to track unanswered calls at Police stations- Walrond – News Room Guyana

0

Minister of Home Affairs Oneidge Walrond says the government’s ongoing programme to digitise the Guyana Police Force will allow authorities to track how often calls to police stations go unanswered, describing the issue as a major concern for public safety.

Speaking during an appearance on the Starting Point podcast, Walrond said that while the country has recorded a 16 percent decrease in serious crime, the experience citizens have when seeking assistance from the police remains critical.

“What is the service the citizens are getting? How often do calls go unanswered? These are the things that attention needs to be paid to that,” Minister Walrond stated.

Walrond said billions of dollars have been earmarked this year for the digitisation of the Guyana Police Force, with the technology expected to provide greater accountability and data on police operations.

“This means the police stations recording which calls come, when they go unanswered, because that is one of the major challenges that we have,” she said.

According to Walrond, the system will make it possible to track complaints from members of the public who say they attempted to contact the police but could not get through.

“We need to be able to track and record when people say they pick up the phone and they can’t get an answer because that adds to insecurity,” Walrond said.

She also pointed to the wider use of technology in policing, including recording movements at the country’s borders and monitoring developments on the road.

“We need to be able to record when someone enters the country or any one of our borders, what happens on the road,” she said.

Walrond said the digitisation programme is part of a broader shift in the government’s approach to crime, moving away from responding only after an incident occurs and toward prevention based on intelligence and data.

“Our approach to crime and prevention is less reactive. We wait until something happens, then you go and respond. It’s now proactive, preventative,” she said.

High Court Judge upholds remand of Daniel Seeram pending sentencing for assaulting ex-wife

0

High Court Judge Justice Joy Persaud-Singh has refused an application by Director of National Border Patrol and former Region Four Chairman, Daniel Seeram seeking a judicial review of Magistrate Abigail Gibbs’ decision to remand him to prison pending sentencing for the assault of his ex-wife.

The matter was heard on Monday with Justice Persaud-Singh denying Seeram’s request for bail and upholding the lower court’s decision to remand him to prison.

The application was made on Friday by attorney Nigel Hughes after Seeram’s court appearance at the Sparendaam Magistrate’s Court.

Justice Joy Persaud-Singh had ordered Seeram to remain in Police custody at Sparendaam Police Station until his application is heard on Monday, October 5, 2026.

However, on Monday, the application was denied and as such, Seeram will remain in custody until November, when he is expected to be sentenced. The charge arose from an incident on September 11, 2023, at the couple’s residence in Cummings Lodge, Greater Georgetown. Seeram was accused of assaulting his then-wife so as to cause her grievous bodily harm.

He had initially pleaded not guilty and was granted $50,000 bail when he appeared before the Sparendaam Magistrate’s Court in October 2023. According to reports published by Guyana Times at the time, the incident followed a dispute between Seeram and his then wife. The disagreement reportedly escalated into a physical confrontation.

Seeram was also accused of brandishing a licensed firearm during the incident.

His then-wife subsequently reported the matter at the Turkeyen Police Station, leading to Seeram’s arrest and charge. Reports at the time indicated that marks of violence were observed on the woman’s body.

When the charge was first reported in October 2023, Seeram was serving as Region Four Chairman and was an executive member of the PNC/R. The assault case was not the first legal matter involving Seeram and allegations concerning firearms.

Prior to the 2023 assault charge, he had been charged with using threatening language against his father-in-law following an incident involving the two men and licensed firearms. In that matter, Seeram was placed on $20,000 bail.

Reports at the time stated that both men had made separate reports to Police concerning the incident, with each alleging that the other had produced a firearm. Their firearms and ammunition were subsequently seized by Police.
