President Irfaan Ali has brought two parcels comprising almost 182 acres at Plantation Onderneeming under Section 43 of the Land Registry Act, a move that could clear the way for the registration and issuance of titles for the lands.
The decision was made through Order No 180 of 2026 and published in Saturday’s Official Gazette.
The first property, Parcel 936, comprises 26.8526 acres at Plantation Onderneeming in the county of Essequibo. According to the order, the survey plan for the parcel was recorded at the Guyana Lands and Surveys Commission in April 2010 and deposited in the Land Registry on September 15, 2026.
The second property, Parcel 1793, comprises 155.126 acres and was formerly identified as Block “CHPA 3”. It is described as a portion of government land at Plantation Onderneeming.
Survey plans for that parcel were recorded in July 2025 and January 2026, with the latter deposited in the Land Registry on September 15.
Together, the two parcels cover approximately 181.98 acres.
Section 43 of the Land Registry Act provides a mechanism through which land held under a transport or other document of title can be brought under the land-registration system by passing transport to a registered proprietor.
The effect of the order is to activate that provision specifically in relation to the two areas identified in its schedule. However, the order does not state how many residential lots are contained within the parcels, how many beneficiaries may be affected or when titles will be issued.
The reference to one of the parcels as “CHPA 3” suggests that it is connected to a Central Housing and Planning Authority development. There has been no accompanying statement from the Ministry of Housing explaining the purpose or immediate effect of the order.
There have been longstanding concerns in several government housing schemes about delays in the issuance of transports and certificates of title.
During a Region Two housing outreach in April 2022, residents raised a range of outstanding housing matters, including difficulties obtaining ownership documents. One Onderneeming resident said he had attended the exercise specifically to secure a title for his land.
In January of this year, 85 residents received ownership documents for lots in Onderneeming Phase Four. It is not clear from the Gazette whether the two parcels covered by the latest order form part of that phase or another section of the development.
The Land Registry operates a system intended to simplify land titling in declared registration areas and provide registered owners with secure titles.
The Ministry of Housing and the Central Housing and Planning Authority have not said how many titles are expected to be processed as a result of the new order.

The government is focusing on the next six months to stabilise Guyana’s electricity supply.
President Dr Irfaan Mohamed Ali said the plan includes overhauling generating sets, adding new capacity at critical points on the grid, and completing a major transmission link.
In an interview on the energy sector streamed on Friday, the president said a technical assessment has been completed for the maintenance overhaul of about 25 to 27 megawatts (MW) of generating capacity.
The Guyana Power and Light Inc. (GPL) is also looking to bring 4.5 MW into the grid at critical areas.

“So, the next six months is critical for the existing challenge,” President Ali said.
He explained that some generating capacity will have to be taken out of the system within the next three months for scheduled overhaul and maintenance.
The government is working to identify the additional power that will be needed through to the end of the year.
The interconnection between the Berbice and Demerara grids, now under construction, is expected to be completed in a couple of months.
The president said it will bring a lot of ease to the system, acknowledging the frustration of citizens affected by power outages.
“I would say I am frustrated myself, but we are in a seat where we have to find the solutions… We’re going to make all the investment necessary,” he said.
The president attributed the challenges to generation shortfalls, limited reserve capacity, and ageing transmission and distribution networks.

The country’s rapid infrastructure works; housing expansion and industrial growth have added pressure to the system.
GPL estimates that upgrading its transmission and distribution network will require close to US$800 million over five years.
The government is in discussions with several agencies, including partners in Qatar, to expedite that investment.
Work is also underway to strengthen GPL’s management and technical capacity, guided by recommendations from its consultant and support from development partners.
Looking ahead, the president said independent analysis projects demand for power will grow by close to 140 per cent, and possibly up to 300 per cent in the medium term.
The government is exploring incentives to help households reduce costs and generate their own renewable power. These could include solar rebate and grid-tie programmes, which would also support Guyana’s renewable energy targets.
Intimidation, disrespect and toxic workplace relationships have become sufficiently entrenched in some Guyanese workplaces that the Government is now calling for a fundamental change in how supervisors and employees treat one another.
Public Service Minister Dr Zulfikar Ally made the call on September 25 as the Ministries of Public Service and Human Services launched a Gender Equality in the Workplace initiative, alongside a Prevention of Sexual Exploitation, Abuse and Harassment (PSEAH) training programme.
Ally said workplace violence cannot be reduced to physical attacks, warning that intimidation and the way workers are made to feel can also constitute harmful conduct.
“We can’t have that in the public service.”
The Minister said some workers experience shouting, intimidation and other forms of behaviour from supervisors and colleagues that have become normalised.
The initiative comes as Guyana’s public service is undergoing wider reforms, including efforts to modernise performance appraisal and promotion systems. The government says digital upgrades are being pursued partly to reduce the potential for favouritism and fear in decisions affecting employees.
The Gender Equality in the Workplace Seal is intended to provide organisations with a framework for creating workplaces that are safe, inclusive and free from harassment. The PSEAH programme is designed to train employees and managers to recognise, prevent and report sexual exploitation, abuse and harassment.
Human Services Minister Dr Vindhya Persaud also warned against allowing workplace problems to be buried under bureaucratic excuses.
“I don’t know if I’m being too harsh, but I prefer to be plain spoken because if we don’t speak about these things, and we slide them under the carpet, they will never be solved.”
The issue extends beyond gender equality. Guyana is also reviewing its occupational safety and health framework as the economy expands into new industries and technologies.
Labour Minister Keoma Griffith recently said existing legislation must evolve to address risks that were not contemplated when the current framework was established. The government is working with the International Labour Organization on the review and plans to develop specific occupational safety and health regulations for the oil and gas sector.
The challenge now is whether the new initiatives will translate into meaningful protection for workers who face intimidation, harassment or discriminatory treatment.
Launching programmes is one step. Ensuring workers can report abuse without fear of retaliation, and that complaints produce consequences where wrongdoing is established, will be the more consequential test.

The Guyana Golden Jaguars opened their 2026/27 Concacaf Nations League campaign with a hard-fought 1-0 victory over Puerto Rico on Thursday, giving the team three valuable points in League B, Group A.
The match was played at Windsor Park Stadium in Roseau, where neither side was able to break the deadlock during a closely contested first half. The teams continued to struggle for clear opportunities after the interval.
Guyana finally found the breakthrough in the 78th minute after being awarded a penalty.
Seattle Sounders FC forward Osaze DeRosario stepped up and converted from the spot, giving the Golden Jaguars a 1-0 advantage that they protected through the closing stages.
The victory gives Guyana its first three points in a group that also includes Dominica and the Cayman Islands.
The Golden Jaguars will have little time to celebrate, returning to action on Sunday, September 27, against the Cayman Islands at Windsor Park Stadium. They will then face Dominica on October 1 and October 4.
The Nations League campaign carries added importance because it serves as a qualification route to the 2027 Concacaf Gold Cup.
The four League B group winners will qualify directly for the Gold Cup, while the two best second-place teams will advance to the preliminary round.
Guyana last appeared at the Gold Cup in 2019, making the current campaign an opportunity to return to the region’s premier men’s national team competition.
The opening victory therefore gives the Golden Jaguars an important early foundation as they begin a six-match group campaign.
