President orders review of all aviation laws

0

President Dr Mohamed Irfaan Ali has directed the Guyana Civil Aviation Authority
(GCAA) to review all of Guyana’s aviation laws and regulations.

The review will identify gaps and bring the country in line with the highest international standards as air traffic grows.

The president announced the directive on Tuesday at the opening of the ICAO/EASA 3rd Global Regional Safety Oversight Organizations and Regional Accident and Investigation Organization Forum for Aviation Safety in Georgetown.

“Whatever we need to do to work backwards to reach those standards, we must invest in doing it so that we are at that standard,” President Ali said at the Arthur Chung Conference Centre (ACCC).

He said the review comes as Guyana’s aviation sector expands rapidly. International passenger traffic has grown by 410 per cent, from 205,000 to more than a million.

International flights rose from 3,170 in 2020 to 8,891 in 2025.

The president said more aircraft, passengers and operators bring greater complexity.

He said that complexity demands trained inspectors, rigorous certification and a culture in which compliance is non-negotiable.

“That transformation will remain incomplete unless it is matched by an equally determined strengthening of regulation, safety oversight and enforcement,” he said.

President Ali also called for fair, consistent standards at airports across the region. He said passengers now face different transit security procedures from one airport to the next, which undermines confidence in the system and can make it seem discriminatory.

“Regulators mean nothing if people don’t see the effect of your work. If people can’t feel the effect of your work, then they will judge you harshly,” he underscored.

He urged the forum to form a regional team to help Caribbean airports close gaps identified in international safety audits, instead of each country working alone.

“If one of our airports in the region does not meet the standard, it will affect all of us, because we’re interconnected,” he said.

The two-day conference is themed Optimising Resources through Coordination and Cooperation” and is the first global aviation event of its kind hosted in Guyana. Civil aviation authorities from about 60 countries are attending. [DPI]

Government investment brings AutoCAD training opportunities to New Amsterdam students

The Ministry of Education is expanding access to modern technical education by commissioning a new AutoCAD Laboratory at the New Amsterdam Multilateral Secondary School.

The new facility is part of an $85 million effort to establish specialised computer laboratories for Industrial Technology at six secondary schools.

It will provide students with practical training in computer-aided design and expose them to digital skills relevant to engineering, architecture, construction, manufacturing, infrastructure development, and other sectors.

The initiative advance’s the Ministry of Education’s continued investment in technical education, with more focus on providing students with relevant skills and competencies to participate meaningfully in a changing economy.

DCEO (Technical), Dr Ritesh Tularam

Deputy Chief Education Officer (Technical), Dr Ritesh Tularam, who delivered the feature address on behalf of Education Minister Sonia Parag, said the investment reflects the ministry’s commitment to quality, relevance and equity in technical education.

“AutoCAD is more than a computer-aided design programme. It is a powerful tool for creativity, precision, innovation and problem-solving. It allows our students to take an idea from imagination, from visualisation and translate that into technical drawing, a design, and ultimately a practical solution,” Dr Tularam said.

He said the facility will help move technical and vocational education beyond traditional approaches by introducing new technologies, encouraging innovation, and creating opportunities for entrepreneurship and meaningful production.

Additionally, Dr Tularam noted that students will develop competencies applied across several fields, particularly as Guyana continues to experience economic and infrastructural development and greater demand for technically skilled workers.

“Education cannot remain static while technology, industries and the nature of work continue to evolve. Our responsibility is to ensure that our education and training systems equip young people with the knowledge, competencies and confidence required to participate meaningfully in the economy of today and to lead the economy of tomorrow,” he said.

Meanwhile, Regional Education Officer, Satish Udit, said the facility is an important investment in preparing students for a technology-driven world.

He said computer-aided design allows students to transform concepts into precise digital designs and practical solutions, while encouraging critical thinking, creativity and problem-solving.

The Headmaster of New Amsterdam Multilateral Secondary School, Wahid Omar, said the laboratory will be accessible to students from Grades 7 to 13, as well as students from neighbouring schools pursuing technical education.

He explained that students from neighbouring schools will be able to coordinate their timetables to access the facility for subjects including Industrial Technology and Technical Drawing, with instructors provided to support the programme.

The facility is expected to serve as a technical education hub for students across the New Amsterdam area, further broadening access to modern digital skills and practical learning opportunities.

Affected children from care facility to receive counselling, continuous care – Min Persaud

Children rescued from Plum Park Children and Family Centre, which was gutted by fire on Monday evening, are receiving counselling following the traumatic ordeal.

Minister of Human Services and Social Protection, Dr Vindhya Persaud, provided an update on the welfare of the 26 children housed in the facility.

“The children were moved to other state care institutions. All of the children have been accounted for,” she said in a video released by her ministry on Tuesday.

She said some of the children were taken to the Georgetown Public Hospital Corporation (GPHC).

“A few of them suffer from asthma. One of them has epilepsy...Every child was seen and treated. Today the children will be sent home,” she said.

According to the minister, “They are also working with the other children to be able to continue to receive counselling and therapy that they need. (They) need to look at the particular situations that brought them to our home in the first place.”

Minister of Human Services and Social Security, Dr Vindhya Persaud, was at the fire scene last evening. She was accompanied by the Minister of Home Affairs, Oneidge Walrond, and the Minister within the Ministry of Culture, Youth and Sport, Stephen Jacobs

She noted that the children came from diverse backgrounds.

“We will continue to ensure they go to school. We will ensure, as much as possible, that we are there to cater to their mental health and psychological needs, but outside of that, we are always providing safe shelter to these children,” the minister stated.

The minister thanked the Guyana Fire Service for their prompt response in containing the fire. She also thanked the Child Protection Agency’s Caregivers for their swift actions.

She noted that the cause of the fire is yet to be determined.

“We are always conscious that whenever there are public buildings, we should have every conceivable safety mechanism put in place, and like every other building, our buildings are equipped with fire extinguishers,” she said

She said there are routine fire drills at all the homes. She said the ministry is also working to train staff in first aid and basic life support.
