A 65-year-old New Amsterdam man was yesterday acquitted of two charges alleging sexual offences against a girl who was between 10 and 11 years old.
Neil Fredericks, a heavy-duty truck and machinery operator of Philadelphia Street, New Amsterdam, was found not guilty of sexual activity with a child under 16 and rape of a child under 16 following a trial before Justice Peter Hugh at the Berbice Assizes.
The first count alleged that between March 1, 2020, and October 31, 2021, in Berbice, Fredericks engaged in sexual activity with the child. The second alleged that he sexually penetrated her during the same period.
Fredericks pleaded not guilty to both counts and maintained his innocence throughout the proceedings. He was represented by attorney-at-law Charlyn Artiga.
State Prosecutor Marisa Edwards called 14 witnesses, including five police officers, a medical doctor, the complainant and her relatives.
After Justice Hugh summed up the evidence yesterday morning, the 12-member jury, comprising both men and women, retired to deliberate. It subsequently returned unanimous verdicts of not guilty on both counts.
Fredericks became emotional when the verdicts were announced and was seen in tears as he left the courtroom.
Speaking to Berbice media outside the courthouse, he expressed relief at the outcome, saying the allegations had been brought by people he had cared for and assisted. He said the proceedings had taken a significant toll on him and caused sleepless nights.
“I would like to tell a lot of men, don’t take women with children; stay away from them,” he stated.
He also expressed gratitude to God, his attorney and the jurors.
Meanwhile, the complainant’s mother told Kiskadee Watch that she was dissatisfied with the verdicts.

Police are investigating the suspected murder of a 23-year-old labourer whose body was found in his yard at C Field Reserve Dam, Sophia, yesterday morning.
According to police reports, Kurt Beckles, called “Savage,” was discovered at around 8.15 am with a wound to the right side of his head suspected to have been caused by a gunshot.
His mother, Danella Eastman, told investigators that she was at home at C Field, Sophia, at around 8 am when her former reputed husband telephoned her. He said he had received information that her son had been shot at his home.
Eastman immediately went to Beckles’ home, where she found him lying motionless in the yard with blood on his head.
Police said Beckles lived alone in a single-storey wooden house enclosed by a zinc fence. His body was found lying on its right side in the southern section of the yard.
Emergency medical personnel were summoned and a team from the Central Fire Station attended. Beckles was pronounced dead by Dr Mohan of the Georgetown Public Hospital.
The matter was reported to police at around 8.20 am and ranks visited the scene approximately ten minutes later.
Crime scene investigators processed the area but recovered no spent shells. Police said CCTV footage from the area was being reviewed, while several persons were questioned and statements were being taken.
A search of the surrounding area failed to locate any suspects.
Beckles’ body was taken to Memorial Gardens Funeral Parlour to await a post-mortem examination. Investigations are continuing.

https://kiskadeewatch.com/guyana/karimbaksh-sent-on-leave-after-mounting-criticism-over-rape-allegation/
After mounting criticism over its handling of rape and threatening behaviour allegations against Deputy Commissioner Fazil Karimbaksh, the Guyana Police Force yesterday finally announced that he had been sent on leave pending the outcome of an investigation.
The statement also named Karimbaksh, who heads the Special Organised Crime Unit (SOCU). An earlier police statement confirming the investigation had omitted his name and did not say whether he had been removed from duty.
The Force said Commissioner of Police Clifton Hicken had established an investigative team following receipt of the report. It also confirmed that the female police inspector who made the complaint had been transferred to Regional Police Division Four ‘A’.
“The Guyana Police Force wishes to assure the public that the allegations are being treated with the seriousness they warrant and that the investigation will be conducted professionally, impartially and in accordance with established procedures,” the statement said.
It added that due process would be afforded to all parties and further information provided as necessary.
The statement did not specify whether Karimbaksh was on administrative or vacation leave, when the leave took effect, or who would perform his duties. It also did not identify the investigators or provide a timetable for completing their work.
The announcement follows calls from women’s organisations, opposition figures and others for Karimbaksh to step aside and for an independent investigation.
Kiskadee Watch previously reported that repeated questions from journalists in the Joint Services WhatsApp group had gone unanswered before Home Affairs Minister Oneidge Walrond publicly confirmed the complaint. The group includes the minister, Hicken and other senior police officials.
Walrond subsequently disclosed on the Starting Point podcast that Hicken had appointed an investigative team. She also expressed strong support for Karimbaksh being sent on administrative leave, but referred to the absence of a constituted Police Service Commission and said she would discuss the matter with the commissioner. She said the complainant’s transfer had been made at her request.
Former Police Service Commission chairman Paul Slowe had also called for Karimbaksh to proceed on leave in a Facebook post two days before Thursday’s announcement.
“What will it take for the government to act following the allegation of rape made against Deputy Commissioner Fazil Karimbaksh?” Slowe asked.
Red Thread’s Karen de Souza had questioned the independence of the internal investigative arrangements and called for the complainant to be protected from pressure. She also criticised Karimbaksh’s continued presence at work while the allegation was being investigated.

Region One’s first Special Education Needs and Disabilities (SEND) school has opened in Mabaruma, with an initial enrolment of two learners and capacity for up to 30, the Ministry of Education has announced.
The ministry said the school has four staff members trained in SEND and will provide specialised support closer to home for children who would otherwise have to travel outside their communities to access services.
It described the facility as the 57th of its kind nationally and said similar initiatives are planned for Region One’s other two sub-districts, Moruca and Matarkai.
According to the ministry, the Mabaruma school will provide personalised support, resources and learning opportunities for children with special educational needs and disabilities.
The announcement did not specify the age range catered for, admission procedures, the cost of establishing the school or when the proposed facilities in Moruca and Matarkai would open.
The opening forms part of a wider expansion of special education services.
Stabroek News reported on March 4 this year that the ministry had opened the YAS School of Inspiration, describing it as the country’s 49th SEND space, with capacity for approximately 50 children.
Although the ministry identifies the new Mabaruma facility as Region One’s first SEND school, efforts to provide special education in the area predate its establishment.
In June 2011, Stabroek News reported that ten children with disabilities had been enrolled in the Mabaruma sub-region and that a small number of teachers had been trained to teach them. That initiative formed part of ministry efforts to enroll children with disabilities who had previously been outside the school system.

https://kiskadeewatch.com/guyana/testing-begins-on-new-bartica-generating-unit/
The Guyana Power and Light Inc (GPL) has begun testing a new 2.2-megawatt generating unit at its Bartica Power Station, more than two months after its previously announced commissioning target.
In a notice issued yesterday, GPL advised that customers could experience brief interruptions in electricity supply as testing progresses and the unit is integrated into the system.
The company said the generator would increase Bartica’s installed generation capacity from 5 megawatts to 7.2 megawatts, a 44 per cent increase. The additional capacity is intended to support future growth and improve the reliability of electricity supply.
Kiskadee Watch reported on June 16 that GPL expected the new Cummins Generating Set #4 to be commissioned by the end of July. At that time, the utility said the unit would provide additional reserve capacity to accommodate residential, commercial and industrial growth in Bartica and surrounding communities.
The latest notice did not explain why testing was taking place beyond the earlier commissioning target or give a date for the unit to enter regular service.
There is also a difference between GPL’s earlier and current capacity figures. In June, the company put Bartica’s existing generation capacity at 5.3 megawatts and peak demand at approximately 3 megawatts. Its latest notice uses an installed capacity figure of 5 megawatts, without explaining the difference.
Bartica also benefits from a 1.5-megawatt solar farm, which GPL previously said forms part of its efforts to diversify electricity generation and combine thermal and renewable sources.
GPL said the new generating unit forms part of its programme to expand and modernise electricity infrastructure across the country. It apologised for any inconvenience caused by the testing and thanked customers for their patience.

https://kiskadeewatch.com/guyana/mv-barima-commissioner-denies-any-links-to-guyanas-maritime-sector/
Captain Hamada Fouda of Jamaica – one of the commissioners appointed to investigate the MV Barima tragedy – has denied allegations that he is connected in any way to the local maritime sector.
Fouda and other commissioners – Belizean Justice of Appeal Godfrey Phillip Smith, Polish forensic naval architect and marine engineer Dr. Andrzej Jasionowski, Nyree Dawn Alfonso of Trinidad, and Rear Admiral (Ret’d) Hayden Pritchard of Trinidad and Tobago – spoke to reporters at the Arthur Chung Conference Centre, Liliendaal, Greater Georgetown, after formally declaring the CoI proceedings open.
Fouda was asked directly by Kiskadee Watch on Wednesday whether there was any truth to allegations that he has a relative working in Guyana’s maritime sector. He categorically denied the allegation, stating that he does not.
Fouda also clarified that he himself is not employed in Guyana’s maritime sector. His comments came in response to questions seeking to establish whether he had any personal or professional connection to the sector that could potentially give rise to a conflict of interest or influence his involvement in matters relating to maritime affairs.
Opposition Leader Azruddin Mohamed had questioned the independence of the CoI, citing alleged connections between two commissioners – Fouda and Alphonso – and persons linked to the government.
Mohamed had also questioned a professional connection between Alfonso and Minister of Labour and Manpower KeomaGriffith.
He referred to information previously published on the website of the Trinidad and Tobago law firm N. D. Alfonso & Company, which was founded by Alfonso. The website had identified Griffith as the firm’s Guyana correspondent and listed a Georgetown office connected to the arrangement.
“These publicly disclosed professional relationships again warrant questions on the commission’s independence and impartiality,” Mohamed said.
Kiskadee Watch had sent questions to Griffith asking whether he remained associated with the firm and when and why his photograph had been removed from its website.
He was also asked whether he believed the relationship created a conflict of interest in connection with Alfonso’s appointment or in circumstances where the firm represented clients seeking government approvals or contracts in Guyana. Griffith has not responded.

https://kiskadeewatch.com/opinion/letters/can-bk-group-do-the-job-and-preserve-mv-barima/
Dear Editor,
I extend personal congratulations to the BK Group for nabbing that $1.034 billion MV Barima salvage award. Great job, guys! Amid those congratulations, there’s personal consternation. Did this really happen? Is this flesh-and-bones real, or am I hallucinating? In a PPP Guyana, a country where Sinbad the sailor fantasies reign unchecked, it is all too real, and that’s part of my troubles. I speak for no one, but myself. Families may disagree. The PPP may be up in arms. I call, as I see.
First up, I think that the BK Group was the winning bidder from the get-go. All the other noise about foreign salvage boats, secret dealings, and backdoor conversations, those were decoys. To throw Guyanese off the track. The BK Group came with an edge. It was the stealth candidate, a sleeper so to speak, a bidder biding its time. Knowing how the territory is mapped and laid out in Guyana. No hustle, no sweat. Most of all, no calling attention to itself and its own interest in floating the boat. I like a group that knows how to keep its mouth shut, how not make any waves, and how to play along to achieve its objectives. Calls for a ton of corporate smarts. Now this brings me to a touchy place.
For there is this second strain of consternation. With every regard for the winning MV Barima salvage bidder, can this team bring this boat back to the surface in one piece? At a fundamental level, and in a crude description, some placement of holes, and the boring of them are going to have to be a part of the lifting the Barima exercise. This may be done to the best of available local knowhow, but is it enough? More pointedly, can the MV Barima be dragged up as gently and skillfully as possible (almost like a neurosurgeon) to the sea top and then to shore, with all of its contents intact? I repeat so that this point registers with my fellow Guyanese. Considering the breadth of local expertise available to the winning bidder, can the MV Barima be hauled up with all of its lifeless human cargo still fastened in place, and not one body falling overboard, lost forever in the fathomless depths? Can all of its other physical cargo, without one big or small sack of materials, or one piece of heavy-duty machinery slipping unexpectedly out of its hold, and not available for some form of scrutiny by the MV Barima Commission of Inquiry?
There is concern about these elements in the MV Barima tragedy, part of an ongoing national mystery. No question that the salvage award ran contrary to the expectations of the families who lost loved ones, and now live with that grimness and distress. Their reactions alone give more than a hint of where they stand, and what they think of the direction in which the COI is heading. The BK Group may do the best salvaging job possible that it is capable of, and considering the challenges of the circumstances. But this fact must not be ignored: the table of dispute and disagreement is already set, and it promises to lengthen as the days go by.
Sincerely,
GHK Lall
